
CONSTITUTION

Article
I: Name and Affiliation
Section I:
The name of this organization shall be the UNCC College Republicans,
hereinafter referred to in this document as the "Club."
Section II:
The UNCC College Republicans shall be the recognized campus affiliate
of the North Carolina Federation of College Republicans, hereinafter
referred to as the NCFCR, and of the College Republican National
Committee, hereinafter referred to as the CRNC, and shall be subject
to and abide by the Constitutions, Bylaws, and Resolutions thereof.
Article
II: Purpose
The purpose of the Club shall be to make known and promote the
principles of the Republican Party among the students at UNCC,
to recruit UNCC students as members of the Club, to aid in the
election of Republican candidates at all levels of government,
to assist the NCFCR in its aims and directives, and to develop
political skills and leadership abilities among Republican students
as preparation for future service by them to the party and the
community.
Article III: Officers
Section I:
The officers elected by the Club’s members shall be a
Chairman, a Vice-Chairman, a Treasurer, and a Secretary.
They shall take
office upon the adjournment of the annual general election
meeting during spring semester.
Section II:
The Chairman sets the agenda for the Club, represents the Club
in official capacity at all meetings and events unless substituted
by the Vice-Chairman. The Chairman oversees the Executive Committee
and members, delegates various tasks to officers and general members
to be carried out for the betterment of the club as a whole. The
Chairman also appoints committee officers in carrying out the duties
of the Club and actively participates in Club events and meetings.
Section III:
The Vice-Chairman represents the Club in an official capacity in
the absence of the Chairman. He or she coordinates tasks to insure
smooth operation of club functions and responsibilities as delegated
by the Chairman, assists other Club officers as needed, coordinates
with other officers, and actively participates in Club events and
meetings.
Section IV:
The Treasurer is responsible for all financial activity, which
includes, but is not limited to, the following:
• Maintains an up-to-date list of credentialed members;
• Keeps track of dues;
• Organizes all fundraising activities;
• Prepares a budget report to present to the Club in general and
the ...Executive Committee
at least twice a month;
• Controls and maintains both the on and off campus accounts;
• Must attend SGA Budget Hearing and Budget Training;
• Provide reimbursements in a timely manner.
Section V:
The Secretary is responsible for, but not limited to, the following:
• Keeping an official roll of officers and members;
• Maintaining a record of attendance for officers and club members;
• Recording official minutes for each Executive Committee and club
...meeting;
• Registering and welcomes new members into the Club;
• Filing a credentials list with NCFCR in a timely manner;
• Sending out meeting announcement e-mails, official notifications,
and ...communications (e.g. press releases);
• Maintaining mailing lists and alumni databases.
He or she coordinates with other officers in carrying out the duties
of the Club and actively participates in Club events and meetings.
Article IV: Executive Committee
Section I:
There shall be an Executive Committee, which shall govern the
UNCC College Republicans.
Section II:
The Executive Committee shall consist of the officers
of the College Republicans. The Chairman of each standing
committee shall be a
voting member of the Executive Committee.
Section III:
The Executive Committee shall introduce, approve, and
implement all actions and activities necessary and proper
for the functioning
of the UNCC College Republicans and not inconsistent
with this Constitution or Bylaws.
Section IV:
The Chairman shall appoint, with the majority consent
of the Executive Committee, individuals to non-elected
posts on the Executive Committee.
Section V:
The Executive Committee shall meet as called by the Chairman.
Section VI:
Any Executive Committee member who shall miss two consecutive
Club or Executive Committee meetings without good cause
shall be deemed
to have submitted his resignation and shall be notified
by the Chairman that unless, at the next Executive Committee
meeting,
good cause is shown for the absence, the office shall
be declared vacant.
Article V: Club Meetings
Section I:
The Club shall hold regular meetings not less than
twice monthly while school is in session.
Section II:
Regular meetings may be held at the call of the Chairman
or Executive Committee. Reasonable notice of a regular
meeting shall be given
to all Club members in the most complete manner practicable.
Section III:
A quorum for regular meetings shall be ten members.
Article VI: Recruitment
Section I:
A membership table shall be run during the first
week of each term in order to create new members.
Section II:
The first regular meeting shall be held no later
than one week after the membership tables.
Article VI: Elections
Section I:
All officers shall be elected at a regular
Club meeting held no sooner than thirty
days prior
to the NCFCR
Spring Convention. The
Executive Board shall notify the body of
the election date no less than two weeks
before the
election.
Section II:
Nominations of candidates for office in
the College Republicans shall be made from
the floor by any
dues paying member
in good standing. For good standing requirements,
reference the Good Standing
Act.
Section III:
Only students who have fulfilled Club membership
requirements no less than one week prior
to the election are eligible
to vote.
Section IV:
Officers shall be elected by a majority
of members in good standing who are present
and voting.
Section V:
Vacancies occurring among officers shall
be filled by the election of the Executive
Committee at
the first
meeting following the occurrence
of vacancy as long as a notice than
an election is to occur is included in an
official notice
issued
by the
Committee. The person
selected to fill a vacancy shall serve
as an officer until the next regular
election.
Article V: Membership
Section I:
Members in good standing must meet the
following requirements in order to
enjoy all the privileges
of membership:
• Be currently enrolled at UNCC;
• Be registered Republican in North Carolina or their home state;
• Have paid annual membership dues;
• Provided required information to Secretary.
Subsection A:
The Executive Committee shall set the annual membership and associate
membership dues amount by no later
than two weeks into the fall semester of each academic year.
Subsection B:
The information required for membership includes: full
name, school mailing address, electronic
mailing address, phone number, expected
date of graduation, and other such
pertinent domicile information as deemed necessary by the Executive
Committee as required for
the roster of the Club.
Section II:
Associate membership may be attained
by non-United States citizens, minors
enrolled
at UNCC, or
any registered
Republican voter, regardless
of enrollment status at UNCC. These
members may enjoy all the benefits
of membership,
except
voting and
holding elected office.
Section III:
Membership may be revoked by engaging
in activities contrary to the purpose
of the
Club, the NCFCR,
the College Republican
National
Committee, or the United States Constitution.
Revocation may also be pursued if
there is a breach of the aforementioned
membership
requirements within this article.
Section IV:
An individual whose membership privileges
have been revoked or withdrawn
may enter into
the processes
set forth in
the "Good
Standing Act" in order to
regain said membership privileges.
Article VI: Impeachment
Section I:
Any officer who, during his term
of office, has demonstrated
disloyalty to the
Republican Party, negligence
or incompetence in the performance
of his prescribed Constitutional
duties, or willfully impeded
the Club’s activities and
programs, may be impeached and removed from
office.
Section II:
Specific charges against the impeached
officer must be approved by absolute
majority of the
present officers
of the Club, excluding
the officer being impeached, at a
meeting of the Executive
Committee.
Section III:
From the approval of the charge until
the next meeting of the Executive
Committee,
the impeached
officer
shall remain in his office and
be allowed to prepare his defense
to charges.
Section IV:
At the first Executive Committee
meeting after the meeting
in which the charges
were approved,
an officer
or other
person selected
by the officers shall present
the charges and the impeached officer
shall be given
an opportunity
present
his defense.
Following these
presentations, the impeached
officer may be removed from his office by
a majority
vote of the Executive
Committee.
Article VIII: Parliamentary
Authority
Section I:
The parliamentary rules
contained in the most
recent edition
of Robert’s
Rules of Order (Newly
Revised Edition) shall govern
the Club
in all cases
to which
they are applicable
and
in which
they are not inconsistent
with the Constitution of the United
States of
America or inconsistent
with the
Constitution
or
Bylaws of the
Club or those of the
CRNC.
Section II:
The Club’s Constitution may be suspended by a unanimous
vote of the Executive
Committee members in good standing.
Article IX: Amendments
Section I:
A meeting to amend this
Constitution must be
announced at least one
week
in advance.
Section II:
Amendments to this Constitution
may be adopted upon an
affirmative vote
by two-thirds
of those
voting
and present
at no fewer than
one meeting prior to
adding amendments to
this Constitution,
provided however,
that no such
amendments shall take
effect without the
approval of the majority
of the Executive Committee.
Section III:
Amendments incorporated
into this Constitution
shall henceforth be
dated upon adoption
of said amendments.
Section IV:
Amendments to this Constitution
should be submitted to
the NCFCR Chairman
to insure conformity
with the NCFCR
Constitution.
